When you format your hard disk, it will not permanently delete your files from the disk. Operating system actually mark the formatted area as available. Thats why sometimes you can recover files from a disk even when it's formatted. It's very time consuming to actually delete files from the disk. So if you have really sensitive data that you need to wipe out from your disk, formatting will not work, you would need to use a 3rd party tool like Darik's Boot And Nuke it's free and opensource.
